They do indeed - the problem is the same as in Basel - a single trolleybus line with buses that need replacing - given the size of the fleet that would cost a small fortune, and they decided it would be cheaper to pollute the centre with what are essentially diesel buses.
straphan, you should first know that hybrid bus costs as much as a trolleybus. secondly, nobody knows how long they may be used - operators have still little experience of exploating hybrid buses.
