  Not much to add about this: route 10E were extras along route 10, which ran between Eller and the stadium, although the extras seem to have finished at the now defunct Reeser Platz loop (see http://www.tramtracks.de/duesseldorf_reeser_platz.htm). The sign at the front of the train indicates that the trailer was running without a conductor and was therefore only for pass holders.
