I think they began its production in 1974, after buying a license from Setra.

As far as I know firstly they bought license for 11M4 (Setra S130). They used the same body design for the Skoda 706 RTO-based models 11M3 (interurban) and 11G5 (urban). In the 80s they bought license from Steyr for the models 120,130,140 (urban). At the same time some prototypes of buses based on Setra S200 family were presented. Some small quantities of these projects from the 80s were produced in the 90s.
