I've tried to find it here http://imhd.zoznam.sk/ba/popis-typu-vozidla/20/Tatra-CKD-T3.html ... but without success so far.

It might be a regular passenger tram, awaiting for overhaul or just a refurbishment. I've looked at their maintenance fleet (numbers 8xxx), and none of them became a works car exactly in 2002.
according to http://fleets.alltrams.com/Bratislava.php there are few workscars and I don't think they have used lots of additional ones in the last 10 years. It is not 8434 ex 7743 which has a snow plough fitted (and I have a photo of it). I'll have to check the other cars as they are not scanned and the slides are in my other house. 8135/7 or 8437 (T3CS). The first two are trainers and this looks a little too shabby for that purpose. The sign in the window probably means track work, my guess is 8437. The little flap under the windscreen wipers indicates (to me) that is was used as a second car when new.
no, 8437 has a little overhead wire observation "post" at the back. I think it is a T3CS as the line number "box" is for sliding in a router number from above (the SU types had a regular route blind without the "slide-in" function). so 7607 is a type T3/III.CS from 1965 (commonly known as T3CS; series built between 1965 and 1980) but rebuilt as T3M in 1981 - not much loved by the look of it
funny story... they purposely kept it in such "livery" to avoid a situation in which somebody accidentally sends a shunter to operate on a regular route.
interesting - the fleet numbering (specially of works cars) seems a little haphazard here...
