Well, these trams are definitely classified as rebuilds, but I agree with your suspicions. No doubt this is some kind of tax fiddle or a way of paying for them out of revenue, not capital? Anyway, the company doesn't seem to have made its mind up what to do about replacing its large tram fleet with a new design - maybe they will eventually go with Skoda? Meanwhile, many different variants of T3 and K2 upgrades have been tried out.
