Well, in rural areas there used to be only one route for all kinds of transport, both passengers and cargo. In most places people and cargo have separate transport, but in some places we still have a combined route like this, which is why we call them "kombibuss". They have a Z-lift at the rear end, which means that it is difficult to build them on rear-engine chassis. They were built on front-engine chassis as long as that was possible, and are until now built on mid-engine chassis from Volvo, but as Volvo are abandoning B12M this kind of bus will probably not be made anymore.
